NMBM EMPOWERS SERVICE PROVIDERS WITH CRITICAL KNOWLEDGE TO ACCELERATE SERVICE DELIVERY

To improve the smooth implementation of projects, budget spending and the overall understanding of supply chain processes with the intention of accelerating service delivery, the Nelson Mandela Bay Municipality hosted a two-day Supplier Engagement Workshop where hundreds of service providers converged at the City Hall yesterday, 23 June 2026, and at the Kariega Town Hall today, 24 June 2026.

The two-day workshop, which also served as a platform for the Municipality to strengthen relations with service providers, will enable attending service providers to improve their understanding of municipal procurement processes, thereby reducing unnecessary delays in procurement that are often caused by poor understanding or a lack of information.

Nelson Mandela Bay Municipality Executive Mayor, Councillor Babalwa Lobishe, said one of the critical areas that negatively affects the acceleration of service delivery is supply chain management and poor cooperation between the Municipality and service providers. She said some critical projects and the procurement of materials required for urgent service delivery initiatives are delayed because of misunderstandings or a lack of information among service providers.

"There have also been a number of developments within Supply Chain Management, as guided by National Treasury, that service providers were not fully appraised of, and these developments have contributed to delays in processes, resulting in budgets not being spent and service delivery suffering. It was therefore important to have these sessions, and we intend to continue with them going forward," said Executive Mayor Lobishe.

Key topics of discussion included supplier database management, challenges experienced by service providers, resources available to support supplier participation in municipal procurement processes, and policy-related developments within Supply Chain Management.

The workshop presentations also dealt with the following topics:
  • Sourcing quotations for goods and services
  • Advertising formal tenders
  • Bid administration
  • Compliance and monitoring
Led by Senior Director for Supply Chain Management, Zolisa Ngcukana, the presentations provided an overview of how municipal procurement works and the legislative framework that governs it, including the Municipal Finance Management Act (MFMA), the Municipal Supply Chain Management Policy, National Treasury Instructions and Circulars, the Preferential Procurement Regulations of 2022, and the Code of Conduct for SCM Officials.

Service providers were also given an opportunity to ask questions and engage directly with Supply Chain Management officials and the broader Budget and Treasury teams present.
