NMBM APPOINTS A NEW CHIEF FINANCIAL OFFICER

In a bold step to improve the financial administration, improve revenue collection and improve the audit outcomes, the Nelson Mandela Bay Municipality Council has appointed a permanent Chief Financial Officer (CFO).

Council has unanimously appointed Jackson Ngcelwane. Ngcelwane has served the Nelson Mandela Bay Municipality for 35 years, 9 years as a Senior Director for Budget and Financial Accounting. He was currently serving as the Acting CFO following the resignation of Mr Thys.

Ngcelwane has 40 years’ experience within the local government Finance environment. He has two Master’s Degrees namely MBA from Rhodes University and MPhil Development Finance NMU, BTech Cost and Management Accounting as well as ND Cost and Management Accounting.

Addressing the media at the Post Council Press Conference, Nelson Mandela Bay Municipality Council Speaker, Councillor Eugene Johnson said she was pleased that Councillors have taken the decision to appoint.

"As Council it is our responsibility to support the administration through sound decision making and oversight. We are confident that the appointment of this experienced and highly qualified official will improve the Metro’s financial administration,’ said Speaker Johnson.

Nelson Mandela Bay Municipality Executive Mayor said she was encouraged by the appointment as the Metro is currently experiencing challenges in the administration or finance, a situation that is reflected by the latest auditor general’s report.

"The immediate assignments are to improve compliance to the MFMA, MSCOA, our audit outcomes, supply chain management, put systems in place better financial planning, management and accountability, whilst improving the revenue of the municipality. I am pleased that Council has approved the appointment of the Disciplinary Board that will take those who are found guilty of financial misconduct through a consequence management process. This will also assist the City Manager and the new CFO’s office as they executive their duties of steering the Metro’s finances towards the right direction,” said EM Lobishe.

Ngcelwane’s immediate tasks include but are not limited to the following:
  • Improve the audit outcome.
  • Put systems in place avoid and prevent Unauthorised, Irregular, Fruitless and Wasteful Expenditure.
  • Improve the Supply Chain Management Sub-directorate.
  • Improve on financial planning to guard against loosing Grant Funding from the National Treasury.
  • Improve the Municipality spending of the allocated budget.
  • Improve Revenue Management.
  • Improve MSCOA compliance.
