The Traffic and Licensing Services Department at the corner of Sidwell and Cresswell Streets accept payment for Traffic Fines, Warrants of Arrest, Accident Reports, Electricity, Dog Licenses and Parking Discs for the Physically Disabled in the cash hall of its Customer Care Centre.

Make the application in person at either the Driver’s License Testing Centre at 275 Durban Road, Korsten or at the Traffic Department in Uitenhage (76 Cuyler Street, Central, Uitenhage).

Cost of new card: R216.00

A Temporary Driver’s License (cost: R96.00) must be taken out to cover the period during which the application is being processed.

1.  Submit a formal request in writing to the Traffic Department. Either submit the request in person at the Department’s headquarters in Sidwell, fax 402 1166, or post to P O Box 14115, Sidwell 6061. Please note that a standard fee is payable, as determined by Council. The fee is currently R359.00 per officer per hour. Fees are payable in advance or on submission of account by Council.

However, the following organisations/events are exempted from paying this fee:

•        welfare organisations

•        protest marches

•        religious marches

•        Visits by VIPs.

PLEASE NOTE:

Applicants who do not comply with the restrictions/limitations set out in their learner’s license regarding glasses/contact lenses, etc. will not be tested and will forfeit their test fee.

Complete the relevant application form, to be obtained at the Driver’s License Testing Centre, 275 Durban Road, Korsten or at the Traffic Department in Uitenhage (76 Cuyler Street, Central, Uitenhage).

1. The cost of the Learner’s License test appointment is R213.00.

2. Once the applicant has passed his/her Learner’s License test, a fee of R69,00 to issue the document must be paid on the day of the test.

3. Should this fee not be paid within forty-eight hours of the applicant passing the test, the Learner’s License cannot be issued, as the NaTIS system will not permit the NaTIS operator to do the transaction after this time.

NOTE:

Cancellations or postponements of bookings will not be considered unless the Testing Centre is satisfied that the cancellation/postponement is due to a cause beyond the control of the applicant. This condition is prescribed by legislation.

 APPLYING FOR A PROFESSIONAL DRIVER'S PERMIT (PrDP)

1.    The applicant must report to the Drivers Licence Testing Center at 275 Durban Road in Korsten with the following requirements. 

  •        Must be above the age of 18 to obtain a PrDP for goods only with no criminal record.
  •       Must be above the age of 21 to obtain a PrDP for passengers with no criminal record.
  •        Must be above the age of 25 to obtain a PrDP for Dangerous Goods with no criminal record.
  •        Applicants requiring a Dangerous Goods PrDP must produce a training certificate in the handling of Dangerous Goods not older than (6) six months.
  •        When reporting to the enquiries counter a valid South African I/D must be produced.
  •        A valid proof of physical address must be produced that is not older than 3 months.
  •       One recent photograph must be supplied by the applicant.
  •        R 216 for the application of the new drivers licence card.
  •        R 108 for the application of the PrDP. 

2.  A yellow PD1 application form together with a white medical certificate, valid for (2 ) two months, and may only be completed by a Doctor, will be handed out to be completed.

3.  Follow the queue at the licence renewal machine by the wooden benches that are situated on the left side of the building as the building is entered.

4.  Upon completion of the eye test and taking of finger prints, proceed to the cashiers to make the required payment.

5.  It will be explained to the applicant and documentation given to make payment of R 90 at a bank for the processing of the finger prints.

6.  The processing of finger prints takes about 2 weeks and once processed a notification will be sent via sms to the applicant informing them that the finger print application has been completed.

7.  Once the finger print report is received back at the D.L.T.C. and no problems are experienced, the application is then completed by the drivers licence card being ordered.

8.  The process from start to finish without any problems takes about 8 weeks.

9.  Once the finger prints have been approved and the applicant requires a temporary drivers licence then a further R 96 can be paid with an additional photograph. This document is valid for a period of (6) six months.

10.Once the new card has arrived with the PrDP printed thereon and is ready for collection a post card is forwarded to the given address to come and collect the card.

The first step is to make contact with the Association for the Physically Disabled at 55 Paterson Road, North End. All the necessary information regarding the procedures, forms and costs will be made available on request. 

Make the application in person at the Department of Roads & Transport(041 403 4016) in Struanway in Struandale Port Elizabeth.

 

1.  Motorists caught on camera while speeding are sent a notice of the alleged offence. They can choose to either pay that amount or wait until a summons is hand-delivered to their home address by a summons server or a sheriff of the court.

2.  Those who want to see the photograph of their alleged violation, can do so at the Traffic Division in Cresswell Street, Sidwell, Port Elizabeth at no cost. The photo can also be viewed on line at http://www.paymyfines.co.za. You need a notice number as well as your vehicle registration number to view a photo (this is applicable to photo’s only - not videos. Photo offences are indicated with an "L” on the notice (please read Section "D” for more details).

3.  Motorists who wish to dispute the charges must inform the Prosecutor of the Traffic Court in writing, well in advance of the trial date.

Verifications of Address Particulars

All eNatis transactions from the 1 November 2015 require a once off address particulars verifications.

Once verified it will not be required for future eNatis transactions unless the address details change.

DOCUMENTS REQUIRED

  • Acceptable Identification
  • Proof of Address(Utility Bill , Bank Statements, or any other account in the applicants name)
  • Affidavit(at SAPS) from the person on whose name the utility bill is registered(If not person in whose name utility bill is issued).
  • Persons living in informal settlement - An official proof of residence obtained from the Municipal Ward Councilor.

Make the application telephonically at 041 5061022 OR in person at either the Driver’s License Testing Centre at 275 Durban Road, Korsten or at the Traffic Department in Uitenhage (76 Cuyler Street, Central, Uitenhage).

You will need to take with you:

1. Your identity document

The application must be made approximately eight weeks prior to the expiry of the current card.

If delays are expected, a Temporary Driver’s License (cost R96.00) must be taken out to cover the period during which the application is being processed.

Make the application in person, at the Department of Roads and Transport(041 403 0000) in Stuanway, Struandale, Port Elizabeth. 

Documentation required:

1.  Proof of identification - this refers to a South African ID - if the applicant does not have an ID and has not applied for one, then he/she can be issued with a Traffic Register Certificate, which can be used for the purpose of identification. A passport will be needed for this transaction.

2.  A Driver’s License issued by country of origin (this excludes an International Driver’s Permit)

3.  Letter confirming the validity of the Driver’s License. The letter must state the applicant’s name, license number, date of issue and period of validity, as well as class of vehicle(s) that the license permits him/her to drive.

NB: The letter, in compliance with the National Department of Transport’s rules and regulations, has to be issued by the applicant’s consulate/embassy.

4.  If the applicant is a South African by birth, then he/she should provide the Traffic Department with proof of his/her residence in said country. Where a foreign citizen has obtained permanent residence in South Africa, he/she should, in conjunction with the ID book, provide us with the letter that Home Affairs issued to him/her confirming his/her residence status (the applicant must ensure that the documentation from Home Affairs is stamped).

5.  Once the applicant has, on inspection, satisfied the above-mentioned requirements, he/she will be required to go through the normal application process. On completion, he/she must hand all the documents to the relevant official for processing, at either the Driver’s License Testing Centre at 275 Durban Road, Korsten or at the Traffic Department in Uitenhage (76 Cuyler Street, Central, Uitenhage). 

If you drive one of the following vehicles, you need a Professional Driver’s Permit:

• a goods vehicle, with gross vehicle mass exceeding  3 500 kg;

• a breakdown vehicle;

• a bus;

• a minibus, with a gross vehicle mass exceeding 3500 kg; or which is designed or adapted for the conveyance of 12 or more persons, including the driver;

• a motor vehicle used for the conveyance of persons for reward;

• a goods vehicle carrying dangerous goods, the gross vehicle mass of which exceeds 3500 kg, or a vehicle to which standard specifications SABS 1398 "Road tank vehicles for petroleum-based flammable liquids" or standard specification SABS 1518: "Transportation of dangerous goods - design requirements for road tankers" apply; 

• A motor vehicle conveying 12 or more persons, including the driver. 

1.  Anyone who fails to appear in court on the date stipulated on a traffic summons is held to be in contempt of court and is liable to a mandatory R200 Contempt of Court fine.

2.  If arrested, the offender can either pay the fine in full, plus the Contempt of Court fine, or remain in custody until he/she appears in court on the next court day.

Accident reports can be obtained from the Accident Bureau at the Traffic Department in Sidwell and Uitenhage Cuyler Street at a fee of R202.90 incl. The office can be contacted at 041 402 1106/041 995 2736.

Customer Care Centre  The municipal Traffic and Licensing Services Department, situated at the corner of Sidwell and Cresswell Streets in Sidwell accepts payment for Traffic Fines, Warrants of Arrest, Accident Reports, Electricity, Dog Licenses and Parking Discs for the Physically Disabled in the Cash Hall of its Customer Care Centre. Payment may also be made at the Uitenhage offices of the Traffic Department (76 Cuyler Street).
