Yes. If a connection is available nearby, a fee of R2,027.96 is applicable as a subsidy for providing the surrounding sewerage infrastructure. If the construction of a new connection onto a nearby sewer is needed to service the erf, the fee increases to R8,814.96. Lastly, if there is no sewerage infrastructure in the area, a Technician/Engineer will need to design and cost a sewer extension. Please take note that these prices are only valid until 30 June 2017.

to a Technician who will be more than willing to assist you.
The Building
Plans Division should have your approved plans on record, located on
the 4th Floor, Mfanasekhaya Gqobose Building (formerly the Eric
Tindale Building), Govan Mbeki Ave, Port Elizabeth. If the plans are
unavailable, a Drainage Inspector on the 6th Floor might be able to
assist you.
The consumer must write a letter explaining why they are not liable for the charges, make a copy of their account, and then bring this to the Wastewater Conveyance Division which is located on the 6TH Floor of Mfanasekhaya Gqobose Building (formerly the Eric Tindale Building), Govan Mbeki Ave, Port Elizabeth.
It is possible to lower the sewerage k-factor applied to the
water volume provided. The process involves installing a separate water meter to
measure water that will not be discharged into the sewer system. This meter is
recorded and monitored for 12 months, after which the k-factor will be reviewed
to more accurately reflect the amount of wastewater discharged.
Once your building plan has been approved, report to the 7thFloor, Water Department, Mfanasekhaya Gqobose Building (formerly the Eric Tindale Building), Govan Mbeki Ave, Port Elizabeth. They will fill in their section of the application form, after which you need to report to the 6thFloor where Wastewater Conveyance will complete the other section. Next you will need to report to the Ground Floor’s Cashiers (Budget & Treasury) to pay the fees or you can request to pay by EFT. Finally you will need to bring the white receipt to the 7th Floor and the green receipt to the 6thFloor, once payment has been made.
If the sewer is running parallel to an erf boundary at an offset of 1.3m, the NMBM requires a servitude of 2.6m, unless a pool is located nearby, in which case a 3m wide servitude is required. Consideration to widen the servitude is considered for sewers deeper than 2m. Soil conditions will also have an impact on the servitude width.
No contractor is allowed to work on any municipal sewer line except under the direct instruction of the NMBM. Once you have paid for your sewerage connection, a registered plumber is permitted to connect the internal drainage of your house to the sewer connection.
