Residents are advised of a proposed electricity shutdown on SUNDAY, 21 OCTOBER 2018, between the hours of 08h00 and 16h00, in various areas of Nelson Mandela Bay, caused by the temporary shutdown of the College Drive Substation, to allow repairs and maintenance to be carried out on a local transformer.  

Areas affected: Mill Park, St. Georges Park (only end of College Drive Road), Glendinningvale, Greenacres, Scotstown.

Streets affected: Ascot Road, Barris Walk Street, Bradshaw Street, Churchill Road, College Drive, Conyngham Road, Cape Road, Dene Road, Fairford Road, Highbeech Road, Lenox Street, McLean Road, Mill Park Road, Mortimer Road, Nightingale Street, Ramsay Lane, Salisbury Avenue, Wares Road, Way Avenue, Wembley Road, Westview Drive, Woodville Road, Young Road. 

All installations must be treated as live for the duration of the outage. - Apologies are tendered for any inconvenience caused.

Salary R686 532 – R954 504 per annum

(Basic salary only, excluding benefits)


Reporting to the Executive Director: Corporate Services, the incumbent will play a critical role in ensuring that the Information Communication and Information Technology Strategy of the Nelson Mandela Bay Municipality is aligned to both industry and NMBM business strategies.




  • An appropriate degree/diploma in Information Technology (three to four years’ full-time study) or an equivalent tertiary qualification.
  • Ability to demonstrate a minimum of seven (7) years extensive experience Information Technology at a management level, including management of a substantial staff component and budgets.
  • The incumbent will be required to obtain all the applicable National Treasury Minimum Competencies within eighteen (18) months from date of appointment.




  • Excellent written and oral communication skills and exceptional strategic and organisational skills, as well as a sound understanding of Information Technology corporate governance.
  • Familiarity with best practice interventions and innovations that have had reasonable success of implementation and impact in the information and communications technology discipline and are responsive to the local government environment and its unique challenges.


Summary of duties:


  • Ensuring that all strategic IT projects and initiatives are supported by formally approved business cases/feasibility studies and properly planned for in respect of resource allocation.
  • Developing and implementing corporate application development standards.
  • Establishing an appropriate policy and objectives for information security and implementing controls to minimise security risks.
  • Creating tactical technological infrastructure plans for planned IT architecture development across all directorates.
  • Drawing up mitigation plans to address resource challenges and developing IT funding models.
  • Implementing a holistic performance management strategy, supported by a framework, policies and procedures, which incorporates goal setting aligned to the business strategy, performance appraisals, development and training.
  • Developing a comprehensive Disaster Recovery Plan.
  • Maintaining and providing front-line technical support with regard to hardware and software problems.
  • Compiling the Operational Budget and monitoring the capital expenditure of the Sub-directorate.
