(Minimum: R1 444 570; Midpoint: R1 772 478; Maximum: R2 100 387)

Senior Position Application Form
Job purpose:
· Providing strategic oversight and executive leadership in the provisioning of corporate support services, including administration and ICT, and human resources management, development and governance.
· Providing assets and facilities management services to the Municipality.
· The incumbent reports directly to the
City Manager.
Requirements:
- At least an NQF Level 7 qualification in a field relevant to the senior management position, such as a Bachelor’s Degree in Public Administration/Management Sciences/Law, or equivalent.
- A minimum of five years’ middle management level experience, with proven successful management experience in administration
- Ability to demonstrate a good knowledge and understanding of:
- Relevant policy and legislation
- Institutional governance systems and performance management.
- Corporate support services (Human capital management, Assets & Facilities management, Information Communication Technology, Legal Services, Council support)
- Good governance
- Labour Relations Act, and other
labour-related prescripts
- Legal background
- Coordination and oversight of all
specialised support functions
- A valid Code B driver’s
licence and own transport
- A certificate in Municipal Financial Management, Certificate Programme in Municipal Development (CPMD) or attaining within eighteen (18) months from
date of appointment the unit standards required for designated officials in terms of the 2007 Municipal Regulations on Competency Levels.
- Candidates will further be required to demonstrate adequate experience, in an equivalent field, in the management of a substantial staff complement and a significant budget.

· Providing strategic direction in respect of corporate and strategic human resources planning for the Municipality.

· Providing secretarial services to Council and its committees.
· Co-ordinating the annual review and development of institutional policies.
· Facilitating the promulgation of municipal by-laws and the development and maintenance of the municipal code.
· Rendering technical assistance to the City Manager in the development/review of the organogram.
· Providing a strategic human resource function to the Municipal Manager and Senior Managers by ensuring compliance with legislative prescripts.
· Undertaking corporate services risk management, cooperative governance, strategic human resources management and development,
administration support services, facilities management support services and fleet management.
· Maintaining sound
labour relations in the Municipality.
· Implementing a proper records management system in the Municipality.
