POSITION CODE: 7082

TASK Grade 15 (R448 224 – R623 184 per annum)

(Basic salary only, excluding benefits) 

In compliance with the Nelson Mandela Bay Municipality’s Employment Equity Plan, preference will be given to suitably qualified African (male/female), Coloured (male/female) and White (female) applicants. 

Requirements:  

  •          A relevant Degree NQF 6, preferably in Security Management.
  •          No criminal record.
  •          Computer literacy – Microsoft Office Applications.
  •          Appropriate driver’s licence.
  •          Five to six years’ experience in Security Management, preferably in Local Government environment.  

Competencies: 

·         Presentation, report-writing and managerial skills. 

The successful candidate will be required to: 

  • Perform permanent standby duties to respond to emergency situations.
  • Undergo a Municipal License Driving test (possession thereof will be an advantage). 

Job purpose: 

·        Reporting to the Executive Director: Safety and Security, the incumbent will be required to manage and control the key performance areas associated with the Security Management functionality through the design, development and alignment of policies, procedures, systems and controls, guiding interventions and processes with respect to protection, loss control and risk reduction, providing strategic advice, information and guidelines on mission critical initiatives related to legislative imperatives and the requirements with respect to security encapsulated in the Integrated Development Plan with a view to sustaining interventions and supporting an integrated approach to safeguarding person, property and assets of Council.

 

  • Mapping out current and future interventions necessary to sustain and effectively address security requirements necessary to protect Council’s infrastructure, property and\or persons
  • Collaborating with heads and management on the implementation and execution of processes in respect of the Strategic Security Plan.
  • Conducting in-depth investigation with a view to establishing the validity and/or the need for integration of key performance areas to support outcomes and/ or amendments to the consolidated operational plan of the Directorate.
  • Presenting recommendations, reports and interpretative analysis of Security legislation, by-laws, etc. to the Executive Director, and/or forwarding specific proposals, motivation and explanations via the Executive Director to Standing Committees to support the review and approval of amendments of Security policy directives.
  • Defining/Adjusting the role boundaries, workflow process and job design against laid down service delivery requirements and statutory regulations.
  • Determining operating requirements and forwarding motivations to establish/determine funding/expenditure for the period.
  • Initiating and co-ordinating quality assurance sequences in respect of monitoring and evaluating the applicability and adequacy of current security plans, procedures and strategies to address, control and limit organisational risk.
  • Maintaining relationships with national, provincial and local departments through interaction on critical aspects associated with identification, classification and readiness to deal with potential threats to security.  

As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
