TASK Grade 12 (R314 208 – R436 848 per annum)

(Basic salary only, excluding benefits) 

In compliance with the Nelson Mandela Bay Municipality’s Employment Equity Plan, preference will be given to suitably qualified African (male/female), Coloured (female), White (female) and Indian (male/female) applicants. 


  • Relevant tertiary qualification.
  • Registered as a Commissioner of Oaths.
  • Computer literacy in Microsoft Office applications, specifically Word and Excel.
  • Minimum of two years’ relevant and supervisory experience in a financial/revenue management environment.
  • Knowledge of by-laws and policies relating to revenue management and customer care, e.g. Credit Act, Municipal Finance Management Act, Assistance to the Poor Policy and Credit Control Policy.
  • Knowledge of local government processes and procedures, and municipal accounting systems (a recommendation).
  • Knowledge of the compiling and monitoring of Operating and Capital budgets in a municipal environment. 


  • Good oral and written communication skills in English and at least one other official local language.
  • Report-writing and supervisory skills.
  • Ability to work under pressure. 

Job purpose: 

  • Co-ordinating and controlling administration of Customer Care Centres.
  • Directing and executing accounting procedures and processes.
  • Authorising on the Billing System and verifying of all debit and credit adjustments, as well as reversal of interest to municipal accounts.
  • Investigating, implementing and maintaining a professional Document Managing System.
  • Planning, controlling and co-ordinating Imbizos and Expo’s related to revenue enhancement.
  • Ensuring that the Division complies with financial administrative procedures and guidelines.
  • Ensuring effective communication with all relevant stakeholders to support the Metro’s financial objectives.
  • Supervising subordinates and ensuring that staff deliver at acceptable performance levels. 

As part of the selection process, candidates may be tested on any requirement, skill or competency, which will include pre-employment screening, security vetting and psychometric assessment.
