VACANCY

Appointment to the undermentioned position will be made in terms ofMunicipal Systems Act, (Act No. 32 of 2000), and Municipal Finance Management Act (Act No. 56 of 2003)

 

The successful applicants will be required to sign a fixed-term employment contract and performance agreement; disclose his/her financial interests and undergo pre-employment screening, security vetting and competency assessments as part of the selection process in respect of the position below.

SAFETY AND SECURITY DIRECTORATE

 

EXECUTIVE DIRECTOR: SAFETY AND SECURITY

 (FIVE-YEAR FIXED TERM PERFORMANCE-BASED CONTRACT)

PORT ELIZABETH

TOTAL REMUNERATION PACKAGE PER ANNUM:

(Minimum: R1 364 089; Midpoint: R1 673 728; Maximum: R1 983 368)

(ALL INCLUSIVE)

 

The remuneration package offered will be commensurate to the level of qualifications, skills, competencies and experience required from the incumbent

 

The Safety and Security Directorate currently encompasses the functions of traffic policing and control, licensing services, fire and emergency services, internal and contract security services, and disaster management, and envisages the establishment of a municipal police force.

 

Applicants must have a Bachelor’s Degree in Social Sciences/Public Administration/the Law or equivalent qualification relevant to the knowledge and skills required for the post, as well as a minimum of five years’ experience at senior management level relevant to the knowledge and skills required for the post. They must have a Certificate in Municipal Finance Management or attain within eighteen (18) months after employment the number of Unit Standards required for Senior Managers in terms of the 2007 Municipal Regulations on Competency levels.

 

 

 

 

In addition, applicants must be able to demonstrate:

 

  • Extensive senior management experience of a substantial staff complement and a significant budget within a uniformed service environment, incorporating emergency and policing services, preferably in a local government environment.
  • Strong working knowledge of the legislative and policy environment regulating the local sphere of government and, in particular, the different services as outlined above.

 

The incumbent will be responsible for the following:

 

  • Managing the delivery of co-ordinated fire, security, traffic and disaster management services within the Metro area by enhancing, maintaining and implementing a comprehensive policy and strategy framework.
  • Developing and establishing a municipal police service in line with Council Policy and strategies, and further developing, managing and maintaining the municipal court system.
  • Developing and implementing social crime prevention strategies and establishing a crime prevention system and related functions.
  • Planning and developing community fire safety, fire prevention, risk and safety management and operational emergency services.
  • Managing communications and reporting centres, including radio communication systems and computerised mobilising and control systems.
  • Co-ordinating and integrating the multi-sectoral and inter-sphere processes and demands relating to the delivery of co-ordinated services, in particular with the SAPS and other national security and police services, and national and provincial disaster management structures.
  • Procuring goods and professional and other services, as may be required from time to time, in terms of the regulatory framework of the Municipality’s Supply Chain Management Policy.
  • Establishing and managing contractual and other relationships with government departments, service providers, community police forums, Business against Crime, and other interested stakeholders.
  • Establishing and maintaining a comprehensive set of management and financial systems and controls and ensuring reporting compliance in terms of the requirements of the MFMA and municipal accounting standards.
  • Contributing to the IDP of the Municipality, developing and implementing a departmental budget in terms thereof, and managing and accounting for funds allocated in terms thereof.
  • Managing the human resources of the Directorate, in a highly unionised environment, so as to contribute to labour peace and minimise disputes.
